The need for "lungs" is obvious in every built-up town. Suffocating traffic exhaust must be minimised. There should be open spaces free of traffic for pedestrian use during most of the day, service vehicles being allowed only during certain suitable hours. All squares in Victoria should be reserved for pedestrians.
