It has been noted that in recent years most street lights and building parameter lighting have been converted to white LED lights. Whilst I concur the idea of converting to LED lighting a law should be implemented that all lights will be of 'warm white' colour (2700k). This light level has been proven to be less strenuous to the eyes whilst giving a more pleasant ambience.
Adding to this such lamp posts that are found in garden etc etc. a number of them can be switched off after certain time as they can be extra and unuseable during night time
