Monorail
The proposals for Monorail's so far have been short and with a limited number of stops and will still require a connecting bus service at either end. This is fine but while it will encourage a marginal 'voluntary drift' like any (pull) alternative, it needs a 'push' that disincentivizes car use. Considering most people are tying multi-story car parks to mono-rail stations this seems unlikely. This is the same for any alternative modal shift - the shift is people out of cars.
It is possible that before such an idea is implemented, technology will have resolved traffic problems. Self driving cars will make transport much more efficient with vehicles picking up commuters at their door and dropping them off at their destination. Monorail and other mass transportation systems will require huge car parks and will probably not work in a small country like Malta.
