The major incidents of corruption we witnessed during the last four years and many instances of administrative uncertainty and injustice hinge on the value assigned to immovable property. We need an autonomous immovable property valuation authority to provide professional valuations to be used by all government departments, the courts, the banks and optionally by the public in general.
I agree with this in principle but... the devil is in the detail. The pressures to manipulate prices are enormous. Very difficult to keep it clean and transparent.
