One measure that can be taken to reduce traffic, is for the government to encourage, support and possibly subsidise home working. Some companies may lack the technological infrastructure. Companies may simply need guidance, but others may need financial support to implement secure systems allowing their employees to work from home. The government could then encourage/reward companies having a percentage of their staff working from home.
