I think that if the government can subsidise the public transport for the civil servants, working in valletta, there will be far less cars on the road.
This is a good idea on the same principle as having subsidised school transport. To ease road congestion more, prevent heavy industrial & delivery transport during rush hours - of course excluding ambulances and buses.
