All employment with civil service & public owned entities is to be as transparent as possible. Such employment should not only be based on interviews (which are very subjective easily manipulated) but are to be made on defined criteria, such as qualifications, years of experience, competencies, etc. Certain posts may also require written entrance examinations. Applicants should be able to contest the selection results with the Ombudsman, before such results become final and effective.
